Does a Repaint Quote Include the Wallpaper Question?

A room described as ready for paint may still have wallpaper, adhesive or an unknown covering on part of the wall. Make that visible in the inquiry before comparing quotes. The issue is not whether one contractor can give the fastest answer; it is whether each proposal addresses the same existing surfaces and uncertainty.

Identify the covering without disturbing it

Provide accessible views of the room and describe what is known about the covering’s age and prior work. Do not peel, sand or scrape edges to obtain a sample for a general quote request. Older materials may require appropriate review before disturbance. Where identity or layers are unknown, label them unknown rather than assuming the visible surface represents the full condition beneath it.

Ask where the quoted work begins

Does the proposal include evaluating the covering, removing it, preparing the underlying surface or only painting an already prepared wall? Ask the contractor to clarify in ordinary language. Do not divide a bundled project price into guessed removal and preparation rates. Compare the actual inclusions and exclusions, including what remains subject to further review, rather than assuming an omitted item is free.

Confirm the revised room description

If the contractor requests another visit or supporting information, update the inquiry while preserving the original proposal. Record which surfaces are included in the current scope and what would require a change. A final color choice does not settle a covering or substrate question. Schedule dependent work only after the relevant boundaries and prerequisites have been confirmed through the existing project process.

Use one row for each field. Mark unknown information clearly and retain the original records.

Worked example

Illustrative example: an owner receives a repaint quote based on photos that did not show a papered wall. The owner sends a room overview and asks whether that wall changes the scope. The contractor clarifies the starting condition before a date is confirmed. No covering is disturbed for the inquiry, and no one assumes its removal was included in the original total.
